A folder containing a typed address by Captain Jocelyn Bray, Chairman of the Thames Conservancy, delivered on 8th December 1938. On the subject 'Thames Conservancy (Abolition of Internal Drainage Districts)'

The address consists of 25 typed pages and a report from the Oxford Mail dated 9 December 1938. It was delivered to the Berks, Bucks and Oxon branch of the Land Agent's Society at the Randolph Hotel, Oxford. It concerns the powers that had recently been granted to the Conservancy over 731 additional miles of streams and rivers.

The address is contained in buff covers and has the stamp of the Thames Conservancy Library and the number 5 on the front cover
